"Today, Larry mentioned there is an overall plan for RESEA, but it seems information is coming in little bits, sometimes so slowly that it is hard to "catch the vision." I realize some of this is to avoid mentioning something casually and having states "take off" only to find they are running in the wrong direction. I'm wondering if there is a way to say something about the overall plan that is not "binding." I feel stuck between feeling like I need to wait for "official guidance" and frightened that the official guidance will come to late to take action in a comprehensive and responsible way. Or maybe someone could just send me some more patience!"
